On Friday, August 28, 1942, the people of Comanche County went through yards, fields, basements and attics for anything made of iron or steel that was no longer doing useful work. The county sits in the southern tier of Kansas, on the Oklahoma border, about 130 miles southwest of Wichita. Coldwater was the county seat, the largest town, and the place where the county did its business. The local weekly there, the Western Star, called the day the greatest demonstration of common purpose the county had ever witnessed. At the American Legion post in Coldwater, the veterans handed over a 37mm howitzer captured from the Germans in the previous war, a squat trench gun of roughly an inch and a half bore that a crew of two could push forward by hand against machine gun nests. Out at Jack Helton's farm, volunteers with cutting torches, wrenches and sledgehammers took apart a tractor, a combine and an old Ford truck, and loaded the pieces onto trucks.

What made a Kansas county take apart its own working equipment was the way steel got made. Open-hearth furnaces produced most American steel, and they ran on a charge that was close to half scrap and half pig iron, the crude high-carbon iron that comes out of a blast furnace and has to be refined before it becomes steel. Across the industry in 1940 the split was 46 percent scrap to 54 percent pig iron, which made scrap a raw material essential to running a mill. Of that 46 percent, 27 was home scrap the mill generated itself and 19 was purchased scrap bought in from outside. American steel output then went from 52.8 million net tons in 1939 to 82.9 million in 1941 and around 86 million in 1942, and the purchased share was the one a collection drive could move.

The country had spent the preceding years selling its scrap abroad. Exports ran heavily to Japan, which bought about 2 million tons in 1939, roughly 56 percent of all American scrap shipped overseas that year. Roosevelt embargoed scrap iron and steel to Japan on October 16, 1940, though by then the domestic pile had been drawn down for years and demand was about to climb steeply. When the Japanese struck Pearl Harbor the American steel industry had roughly five or six weeks of scrap on hand.

Iron was not the only material in that position, and the others were worse. Aluminum was the constraint on airframes. Rubber had no domestic source at all, with around 98 percent of American imports coming from Southeast Asia against a stockpile of roughly 533,000 tons in 1941, close to a single year of peacetime consumption. Singapore fell in February 1942, and with Malaya and the Dutch East Indies gone the country lost something like 90 percent of its natural rubber supply. The head of the Army and Navy Munitions Board said publicly that without a substitute, the country would have to call the entire war off. The government ran a national collection drive for each of these materials, and the three are worth comparing, because they did not work equally well.

The trucks that came off the farms that Friday were headed for junkyards rather than steel mills, because no mill stood within reach of a farm truck. Dealers in all three of the county's towns bought the iron. A. L. Parsons, the mayor of Coldwater, spent the day at the Mathias yard weighing truckloads, car loads and wheelbarrow loads as they arrived. W. W. Martin took more than 200 tons at Protection, and Charley Nickelson handled 40 to 50 tons at Wilmore.

Every load was weighed, paid for and graded at the yard where it came in. All of it then left the county through Coldwater, on the single Atchison, Topeka and Santa Fe branch that ran northeast toward Wichita and southwest toward Englewood. That branch was the only track in Comanche County, so the grading happened in three places and the routing happened in one. The county turned in more than 400 tons of iron that week, and the Western Star calculated that this was enough for a battleship or eighty large tanks. A medium tank of the period weighed about thirty tons. What happened at the junkyard was the part that mattered.

The apparatus behind that Friday had been assembled quickly. On January 10, 1942, one month after Pearl Harbor, the Office of Production Management launched Salvage for Victory and sent pledge cards to retail stores asking them to save waste paper, scrap metal, rags and rubber. Later that month the Bureau of Industrial Conservation of the War Production Board asked every American mayor to work the municipal dumps and incinerators for the same materials. By the middle of the year nearly every county in the country had a salvage committee of its own.

The model the rest of the country copied came out of Nebraska. Henry Doorly, the publisher of the Omaha World-Herald, ran a three-week statewide campaign in the summer of 1942 built around county-against-county competition, with $2,000 in war bonds going to whoever turned in the most material. The state produced 67,000 tons, about 103 pounds for every resident, and the World-Herald won the 1943 Pulitzer Prize for public service on the strength of it. High school football players in Norfolk heard on the radio that a neighboring town was leaving scrap at the curb for morning pickup. They drove over that night and collected it themselves: the incentive was working.

Washington took the Nebraska plan national. In September 1942 the War Production Board announced that scrap metal was urgently needed, and organized a drive across three Saturdays in October, run through the newspapers rather than through government offices. That drive brought in close to 82 pounds of scrap for every American, and the autumn campaign as a whole yielded somewhere around 5.3 million tons, enough to carry the steel industry through the winter of 1942 and 1943. Whole towns gave up cannon, wrought iron fencing, cemetery railings and, in Boston, the fence around the Common.

Within eighteen months the country ran national collection drives for three materials, under the same government, the same newspaper machinery and the same wave of public willingness. The results were not close to equal, and the difference tracks something other than how much the public turned in. What separated them was whether a chain already existed to grade what arrived and route each grade to a buyer who wanted it.

Iron had that chain and had it in full. The junkyard could weigh, pay, and sort by grade. The railroads could move each grade to a specific mill. The open-hearth furnaces at the far end had a defined appetite for each grade and would pay for it. Collection was the last piece added to a system that was otherwise complete, which is why 5.3 million tons of household iron could be absorbed in a single autumn.

Aluminum shows what happens when that chain is broken on purpose. In late June 1941, Fiorello LaGuardia, then serving as director of the Office of Civilian Defense, announced a two-week national collection of aluminum cookware and called for 20 million pounds, enough, he said, for 2,000 aircraft. The drive brought in about 6.4 million pounds. Measured against 1941 aluminum production, that was 6.75 percent of what came from old scrap and 0.77 percent of total output. Measured against production across the war years, it was roughly 0.08 percent.

The reason sits in the metal itself. Household pots and pans were cast alloy, which is not the high-grade material an airframe needs, so almost none of the collected metal could go where the public had been told it was going. Before the war, dealers had customarily sold aluminum scrap in unsegregated bundles destined for lower-grade products, and after Pearl Harbor there was a serious push to make them separate it by quality. LaGuardia had cut those dealers out of his drive on the grounds that they were middlemen who added nothing and speculated on price. The refiners disagreed, because they preferred buying scrap the junkmen had already sorted over the unsorted bundles the drive produced, and the material sat in heaps at collection points while nobody came to cart it away.

That is a grading failure and a routing failure that looked like a collection success. The junk dealer was the grading station, the disposition rule and the first mile of the network all at once. Removing him relocated that work to a place with no capacity to do it. A War Production Board report a year later said as much.

Rubber is the interesting middle case, because the collection was designed well and the recovery still came from somewhere else. Roosevelt went on the radio on June 12, 1942 and told the country the point was to get the used rubber in where it could stand up and be counted. The drive was a census of material already inside the country. Filling stations paid a penny a pound between June 15 and July 10, about $20 a short ton, and the Rubber Reserve reimbursed the oil companies at $25. Set against a 1915 to 1940 range of roughly $15 to $30 a ton delivered at Akron, that penny was a strong point-of-origin price.

The drive brought in around 450,000 tons, much of it low quality. The rubber floor mats that officials donated publicly already contained so much reclaim that experts observed the only thing you could usefully make from them was more floor mats. Reclaimed rubber still went from about 0.3 percent of American rubber consumption in 1939 to nearly 40 percent in 1943 and 1944, and that work was done by reclaiming plants operating continuously rather than by two weeks of collection. Meanwhile the Office of Price Administration froze scrap prices to hold down steel prices, real returns to collection fell, and the number of small dealers working house to house diminished sharply over the course of the war. The system spent enormous energy raising volume while degrading the network that turned volume into usable material.

Three drives, three chains in three different conditions, three different results. The public behaved roughly the same way in all of them.

The wartime machinery came apart quickly once the pressure lifted. Scrap rubber returned to private hands on January 1, 1944. Price controls eventually came off steel scrap, and the salvage committees dissolved along with the war boards that had created them. The professional collectors thinned out too, and the man with a wagon working a neighborhood house by house never really came back.

What survived into the postwar decades was the memory of the drives, and what people remembered was the collecting rather than the sorting. Nobody made a poster of a junkyard clerk separating cast alloy from sheet. Curbside recycling, when it arrived a generation later, inherited that emphasis almost intact. Programs were designed, funded and reported on the basis of what went into the bin. The grading work was pushed downstream to a materials recovery facility and, beyond that, to an export buyer nobody in the municipality had ever met.

The numbers show where the assumption lands. In 2018 the United States recycled and composted about 94 million tons of municipal solid waste, a rate of 32.1 percent, and that is the most recent year EPA has published in its national series. The Recycling Partnership estimates national contamination in residential streams at roughly 17 percent, with individual programs running as high as 50 percent. That describes a system optimized for tonnage at the curb and underinvested at the sort line. The aluminum drive had the same shape.

Then the buyer changed the spec. China notified the World Trade Organization in July 2017 that it would ban imports of recycled plastic and mixed paper, and from March 1, 2018 it held everything still admissible to 0.5 percent contamination, down from an official limit of 1.5 percent on paper that had never been enforced tightly. Industry experts described 0.5 percent as unattainable, which made the threshold a ban on those materials in all but name. Global trade in plastic scrap and waste fell from 15 million metric tons in 2012 to 4 million in 2023, and American bales that had been moving to Chinese buyers piled up in parking lots or went to landfill. Nothing about the material had changed. Nothing about the collection volume had changed either. The grade required to enter the market moved, and undifferentiated volume lost its value inside a single quarter.

That is worth holding next to Comanche County, because the difference between the two outcomes is not effort. The Kansas farmers who took a combine apart with cutting torches were feeding a chain that already worked, all the way from the junkyard scale to the furnace. A municipality collecting mixed plastics in 2017 was doing the same physical work into a chain whose final node was a single overseas buyer with a spec that could change without notice.

Anyone running a returns operation has watched a smaller version of this. Units arrive mixed at a single node, get received against a manifest rather than against a condition grade, and sit until someone has time to look at them. The clock runs, the release window on the resale channel closes, and the whole cohort ends up in a bulk lot priced for uncertainty. The receiving metrics look excellent throughout, because units received is a collection metric, and collection metrics are the easiest thing in the building to make go up.

Recovery value is set by the grade assigned at first handling and by whether a defined route exists for that grade. Volume has remarkably little to do with it. Four hundred tons delivered to a yard that can sort and ship produces steel. The same four hundred tons delivered to a collection point with no grading capacity and no onward route produces a pile, and a write-off eighteen months later.

For practitioners: What percentage of your returned or recovered units receive a condition grade within 48 hours of arrival? For the units that miss that window, what does the recovery curve actually look like at day seven, day thirty and day ninety? For each grade you assign, is there a named route with a contracted buyer and a known price, or does the grade exist only as a field in the system? Where in your reverse network have you removed a partner or a step to cut cost, and did the work that partner was doing disappear, or did it move to a node with less capacity to do it? And if your largest resale or recycling buyer tightened its acceptance spec by an order of magnitude next quarter, how much of your current volume would still clear, how much would strand, and how quickly would you know which was which?
